To select the USB stick for the first boot option, the USB stick has to be in the Sammy when you bootinto the BIOS, then it will show as Sony xxxxxx or Kingston xxxxxx or whichever USB stick you have.

On the Boot screen you can see the writing highlighted in white “Boot Device Priority”, press enter with it selected (white) to get to the boot order screen.
On the boot order screen you can move up and down with the arrow keys to highlight the device, in this case it’s USB HDD though with a memory stick inserted it will have a name after it. With it highlighted you can press F5/F6 to move it up/down the boot order. If it’s under the Excluded from boot order section, with it highlighted press x to move it into the boot priority order.
